Dear Aviation Service Provider,
The aviation industry faces diverse risks across multiple domains including safety, security, economics, and environment or functional systems including air operations, maintenance, and air navigation services. These risks need to be appropriately managed through an integrated approach. While traditional risk assessment methods have focused on evaluating risks as a combination of severity and likelihood, this approach, when applied independently across different domains, can lead to unintended consequences.
Risk management conducted in isolation may inadvertently introduce new hazards through well-intentioned but narrowly focused mitigations. A notable example is when certain States banned the carriage of personal electronic devices in passenger cabins to address security threats, which subsequently created fire risks in cargo holds where existing fire suppression systems were inadequate. This illustrates how solutions developed from a single perspective can create new challenges in other domains.
We are conducting this survey to:
- understand how aviation service providers are implementing integrated risk management (IRM) systems,
- identify best practices, and uncover both challenges and effective solutions in breaking down operational silos.
Your insights will help inform the creation of SM ICG guidance material on developing a framework that can maximise the effectiveness of management systems through a holistic approach, supporting more effective and efficient decision-making processes across all risk domains.
The survey consists of two parts. Part A will determine your organisation's current status in implementing integrated risk management. Based on your response, you will then be presented with relevant questions in Part B. Whether you have fully implemented integrated risk management systems, are partially through implementation, or are planning to introduce such systems, your responses will be valuable to this study.
