Safety Management

Hellenic Civil Aviation Authority is responsible for the preparation, implementation, and maintenance of the Hellenic Aviation Safety Program to improve aviation safety and implement the principles of the Safety Management System by the certified aviation organizations.

Safety is defined as the state of being free from harm or danger.

Safety Management is a set of principles, frameworks, processes, and measures to increase the level of safety in the operation of an organization to an acceptable level.

Obviously, it is of utmost importance for an aviation-related organization to prevent accidents, injuries, and other adverse consequences that may be caused by using a service or a product.

The high level of safety increases citizens' confidence in air transport.

Safety Management assists managers to discharge their responsibilities for a safer operational environment in the organization, through either the prediction of system deficiencies before errors occur or the identification and correction of system deficiencies by professional analysis of safety occurrences.

Safety management implies a systematic approach to managing safety, including the necessary organizational structure, accountabilities, policies, and procedures.

Reactive and proactive approach:

The reactive approach is the way of learning through the investigation of accidents though the proactive approach is the way to identify the hazards that can lead to an accident before it happens.

Safety Management is based on a proactive risk management strategy that includes identifying hazards and taking the necessary actions and measures to reduce the safety risks.

Our Goal

Hellenic Civil Aviation Authority (HCAA) is the Competent Authority in Greece to assure that Safety Management Systems are fully implemented by the certified aviation organizations throughout their operation.  

In order to achieve this goal, HCAA has introduced its Safety Management which comprises the four components of ICAO and is incorporated into the Hellenic Aviation Safety Programme:

  • Component 1: State safety policy, objectives, and resources
  • Component 2: State safety risk management
  • Component 3: State safety assurance
  • Component 4: State safety promotion
