Signing of Memorandum of Cooperation HCAA – EPLO / May 14 2024

A Memorandum of Cooperation was signed between the Hellenic Civil Aviation Authority Governor, Dr. Christos Tsitouras, and Professor of public law at the Athens Law School, Director and President of the Board of Directors of the European Public Law Organization (EPLO), Mr Spyridon Flogaitis.

The purpose and object of this Memorandum is the establishment of cooperation with the aim of promoting the circular economy, the energy transition and climate neutrality as well as the search and development of best practices in the fields of aviation, sustainable aviation fuels (Sustainable Aviation Fuels - SAFs) ), of the EU Emissions Trading System (ETS) for aviation as well as green-circular airports.

The aforementioned actions mainly concern the role of the HCAA as a Regulatory Authority that supervises air transport, air shipping and airports as regards the supervised entities and the measures and actions that the latter - with the support of the APA - must plan in the context of their green-cycle transition.

They also focus on the policies of the International Civil Aviation Organization, ICAO, on issues related to airports, with special emphasis on cleaner energy sources such as Sustainable Aviation Fuels (SAF), Low Carbon Aviation Fuels (LCAF) and other Clean Energy sustainable infrastructure, to facilitate the energy transition at airports.

EPLO can support the work of HCAA, indicatively, in the following ways: draw up circular economy plans of the supervised entities, inform HCAA of any European programs in which it can participate, as well as co-organize conferences, workshops, symposia, etc. or any other activity they jointly deem will further the purposes of their partnership.
