HCAA–Performance Review Board working meeting on performance and air navigation charges / Athens, 8-05-2026

A working meeting with a delegation from the European Commission’s Performance Review Board was held on Friday, 8 May 2026, at the premises of the Hellenic Civil Aviation Authority, in Building 45 at Athens International Airport.

The meeting was led by Dr. Christos Tsitouras, Governor of the Hellenic Civil Aviation Authority, and Koen Milis, Chair of the PRB. The PRB was also represented by Rolf Tuchhardt, member of the PRB Secretariat, while the HCAA was represented by Luc Tytgat, Advisor to the Hellenic Civil Aviation Authority, Pepi Lykou, Director General for Economic Oversight and Administrative Support, and Roi Anastassopoulou, Head of the Department for the Supervision of Concession Agreements, Performance Plan and Airport and Air Navigation Charges.

During the meeting, the participants discussed issues relating to the implementation of the European performance and charging framework in Greece, with particular emphasis on national specificities, operational and regulatory challenges, and the prospects for further cooperation between the HCAA and the PRB.

More specifically, the meeting addressed matters concerning the institutional framework governing the Hellenic Civil Aviation Authority as an Independent Authority, the evolution of air traffic, traffic and service-unit forecasts, the monitoring of capacity and delay indicators, as well as cost-efficiency in the fields of air navigation and terminal services.

Particular reference was made to the RP4 Performance Plan, the relevant national reference values and targets, as well as the major investments planned for the RP4 period, including projects for the upgrade of CNS/ATM systems, surveillance systems, air navigation aids and Data Link services.

The discussion also covered the challenges faced by national supervisory authorities during the implementation monitoring phase, including the need for enhanced oversight, infrastructure deployment, staffing issues, procurement procedures of service providers, the implementation of SESAR milestones, and the growing need for multidisciplinary, evidence-based data analysis.

The exchange of views also extended to the PRB’s future priorities, particularly ahead of the RP5 period, with emphasis on the simplification of procedures, the effective linkage of projects to expected outcomes, and the need for a more adaptive system capable of responding effectively to the volatility of the operational environment.

The meeting took place in a spirit of constructive cooperation and reaffirmed the Hellenic Civil Aviation Authority’s commitment to continuing its active cooperation with European institutions, with a view to enhancing the safety, efficiency, transparency and sustainable development of the Greek air navigation system.
