Participation of HCAA to the JAA TO High-Level Workshop HLT/7 /Amsterdam/ March 6th, 2026

The Hellenic Civil Aviation Authority participated on 6 March 2026 in the proceedings of the 7th High-Level Training Workshop (HLT/7), organized by the JAA Training Organisation in Amsterdam under the auspices of the European Civil Aviation Conference (ECAC).

The workshop was addressed to senior executives of the Civil Aviation Authorities of ECAC member states and was conducted in a confidential setting, aiming to promote meaningful and strategic dialogue. The central topic of the agenda was Information Security, one of the most critical issues for the modern aviation sector. The protection of information systems is not only linked to compliance with regulatory requirements but also to operational safety, as incidents related to cybersecurity or information breaches may affect operational continuity, decision-making, service reliability, and ultimately the overall level of safety in the aviation sector.

The Hellenic Civil Aviation Authority was represented by the Governor, Christos Tsitouras, and the Director General of Economic Oversight and Administrative Support, Ms. Kalliopi Lykou.

Opening remarks were delivered by Paula Vieira de Almeida, LL.M., M.Ed., Chief Executive Officer (CEO) of JAA, the President of ECAC, Alessio Quaranta, and the Chairman of the Board of the JAA Training Organisation Foundation, Charles Pace. In their interventions, they highlighted the key challenges associated with the implementation of the Information Security framework (Part-IS) within the regulatory framework of the European Union Aviation Safety Agency (EASA).

During the event, the JAA Training Organisation announced the signing of two training framework agreements with the Romanian Civil Aeronautical Authority (Autoritatea Aeronautică Civilă Română) and the Civil Aviation Agency of Georgia, aiming to further strengthen cooperation with national civil aviation authorities through the provision of specialized training and knowledge services.

With the participation of representatives from more than 25 member states of the European Civil Aviation Conference, HLT/7 served as an important forum for the broader exchange of knowledge and experience among European Civil Aviation Authorities.

The JAA Training Organisation, a specialized body of ECAC with a European and international presence, has consistently contributed to strengthening the regulatory capabilities of Civil Aviation Authorities through high-level training programmes. Officials of the Hellenic Civil Aviation Authority regularly participate in the organisation’s programmes, gaining significant benefits for enhancing their knowledge and managerial skills.

The Hellenic Civil Aviation Authority recognizes the qualitative and institutionally well-founded contribution of the organisation, as well as the high level of preparation and support provided by the JAA TO team.

The Hellenic Civil Aviation Authority continues to actively participate in international and European high-level forums, contributing to the promotion of modern standards of safety, cooperation, and institutional effectiveness in the aviation sector.
