On 4 April 2025, the Hellenic Civil Aviation Authority (HCAA) participated in the 6th High-Level Training Workshop (HLT/6) of the JAA Training Organisation (JAA TO), held in Amsterdam under the auspices of the European Civil Aviation Conference (ECAC).
This high-level workshop, exclusively addressed to senior executives of Civil Aviation Authorities (CAAs) from ECAC Member States, was conducted in a confidential setting, fostering strategic dialogue and meaningful exchange on risk management challenges in the civil aviation domain.
The HCAA was represented by the Governor, Dr. Christos Tsitouras, and the Director General for Economic Oversight and Administrative Support, Ms. Kalliopi Lykou.
The central theme of the workshop, “Executive Risk Management in Civil Aviation”, focused on strategic approaches to hazard and risk management in an increasingly complex and dynamic aviation environment. Emphasis was placed on contemporary methodologies for the identification, assessment and mitigation of aviation-related threats, alongside the exchange of experiences and best practices among participating Member States. These elements are key enablers for strengthening the resilience and operational competence of CAAs in Europe and beyond.
The JAA Training Organization, a specialized ECAC body with European scope and international partnerships, has consistently contributed to the development of regulatory capacity through high-level training programmes. HCAA executives have participated in several of these initiatives, gaining valuable knowledge and expertise.
The HCAA acknowledges the institutionally grounded and high-quality contribution of JAA TO, as well as the excellent level of preparation and delivery ensured by its team under the exceptional leadership of Ms. Paula V. de Almeida.
Initiatives such as HLT/6 represent strategic tools for enhancing leadership capacity among CAAs, fostering cooperation, shared knowledge, and the advancement of modern governance competencies within the European aviation framework.
