Participation of HCAA to the DGCA/165 meeting ECAC/Belgrade/December 4th, 2025

On 4 December 2025, the Civil Aviation Directorate of the Republic of Serbia hosted the 165th meeting of Directors General of the Member States of the European Civil Aviation Conference (ECAC) to review this year’s key activities and achievements and discuss priorities and activities for the year ahead. For the first time since the establishment of ECAC, this high-level gathering was held in Belgrade. This distinguished forum once again demonstrated its crucial role in shaping strategic dialogue, regulatory cooperation, and shared priorities for ECAC’s 44 Member States.

Among the participants were Dr. Christos Tsitouras, Governor of the Hellenic Civil Aviation Authority and Mr. George Iliopoulos, Head of the HCAA Governor’s Office. The meeting was opened by the Serbian Minister of Construction, Transport and Infrastructure, Aleksandra Sofronijević, who addressed the participants and underlined the importance of strengthening cooperation among European states and advancing joint activities within the field of civil aviation. Leaders placed strong emphasis on strengthening aviation safety, advancing environmental goals, enhancing operational resilience, and ensuring greater regulatory coherence throughout Europe’s interconnected airspace.

On the margins of the 165th meeting of Directors General, Greece along with four more ECAC Member States, Belgium, Portugal, San Marino and Serbia, signed the Convention on the Bureau of the European Civil Aviation Conference, a document of essential importance through which the ECAC Bureau is, for the first time, established as an international legal entity, thereby significantly enhancing the functioning of the organization. This continued momentum reflects the shared commitment of all the Member States to reinforce ECAC’s role in supporting safe, sustainable and innovative civil aviation across Europe.
