The 163rd meeting of Directors General of Civil Aviation for the ICAO EUR/NAT regions (EUR/NAT-DGCA/2025) convened on June 17, 2025, in Paris, France, bringing together more than 100 aviation leaders from 50 States along with representatives from international and regional organizations. Greece was represented by the HCAA Governor, Dr. Christos Tsitouras. The meeting was held under the theme “Advancing Aviation through People and Partnerships,” underscoring the vital role of human capital and collaboration in shaping the future of global aviation. This distinguished high-level forum provided a key platform for expert presentations, interactive discussions, and strategic dialogue.
The President of the ICAO Council, Mr. Salvatore Sciacchitano, and ICAO Secretary General, Mr. Juan Carlos Salazar, addressed the meeting, highlighting the significance of ICAO’s strategic goals and priorities outlined in the recently adopted ICAO Strategic Plan 2026–2050. Mr. Nicolas Rallo, EUR/NAT Regional Director, hosted the event.
The DGCA ICAO EUR/NAT 2025 meeting focused on key strategic aspects of strengthening interregional cooperation to support the safe, reliable, sustainable, resilient, and inclusive development of civil aviation. The discussions focused on updates related to regional activities, safety, air navigation capacity, efficiency, aviation security, and international air law treaties. It also addressed the ICAO's NGAP strategic framework and related regional activities. Central to the agenda were critical challenges currently confronting the aviation sector, particularly in workforce planning, training gaps, and addressing skills shortages. These discussions led to decisions on concrete actions and renewed commitments to deeper engagement and cooperation across the EUR/NAT area.
