At the ICAO Conference for Bilateral Aviation Negotiations (ICAN 2024), held from October 21 to 25, 2024, in Kuala Lumpur, Malaysia, an HCAA delegation participated in bilateral aviation negotiations with corresponding delegations from the following countries: Bahamas, Uruguay, Dominican Republic, Benin, Cuba, Jamaica, and Tanzania.
During the meeting with the Bahamian delegation, the Bilateral Air Services Agreement (BASA) initialed in 2019 was signed and will now proceed to the Hellenic Parliament for ratification.
Additionally, during the bilateral negotiations, Memoranda of Understanding (MoUs) were signed, and texts of Bilateral Air Services Agreements were initialed, including mandatory European clauses, multiple airline designation, and all destination points for the operation of regular routes with Uruguay, the Dominican Republic, Jamaica, and Tanzania.
Finally, agreed Minutes were signed with Benin and Cuba, reflecting the desire of all parties to continue cooperation and the exchange of views to reach an acceptable BASA text.
The participation of HCAA in ICAN 2024 is considered particularly significant, as Greece's bilateral aviation relations with third countries are already at a highly satisfactory level, and the regulatory aviation framework has been extensively modernized. Nonetheless, further strengthening of this framework is desirable in today’s global environment, where airlines increasingly capitalize on the aviation market through a range of cooperative marketing agreements, code-sharing, block-space arrangements, and other collaborative partnerships.
