
The Hellenic Civil Aviation Authority (HCAA) and EUROCONTROL (the European Organization for the Safety of Air Navigation)—the European body tasked with supporting the safety, capacity and overall performance of European Air Traffic Management (ATM)—have signed a Special Agreement (“Special Agreement – Support to State”) to provide targeted technical support to Greece, as represented at civil aviation oversight level by the HCAA and, at transport strategy policy level, by the Ministry of Infrastructure and Transport.
The signing of the Special Agreement took place at the Ministry of Infrastructure and Transport, in the presence of the Minister, Mr Christos Dimas, on Tuesday, 2 March 2026.
The Agreement was concluded in the context of the National Action Plan for the transformation and modernization of the Greek Air Traffic Management and Air Navigation Services (ATM/ANS) system, developed by the Ministry of Infrastructure and Transport.
The Agreement was signed by EUROCONTROL’s Director General, Mr Raúl Medina, and the Governor of the HCAA, Dr Christos Tsitouras.

At its core, the Agreement aims to support three complementary pillars:
First, it provides technical advice to underpin the Ministry of Infrastructure and Transport’s strategy and strengthen the HCAA’s oversight mechanism, by supporting the management of complex, large-scale changes as the Air Navigation Service Provider (HASP/YPΑ) implements the Action Plan. This includes, indicatively, initiatives such as the development of DLS, the upgrade of the DPS/Pallas system, the design of PBN procedures, the procurement of Mode S radar, CP1-related ATM and SWIM upgrades, the procurement of new VCS/RCS and VHF systems, and the development of a new air navigation system for the new Kasteli Airport.
Second, it provides technical support in the context of the Air Navigation Performance Plan for Reference Period 4 (RP4, 2025–2029), notably as regards methodologies, tools and indicators for monitoring, assessing and benchmarking the performance of the Air Navigation Service Provider.
Third, it supports implementation of SES II+ (Regulation (EU) 2024/2803), in particular by assisting HCAA in fulfilling its responsibilities as the National Supervisory Authority, through best practices, training, and implementation and monitoring tools.
This cooperation is expected to make a substantial contribution to the successful delivery of the National Action Plan, to strengthening the interoperability and resilience of national ATM/ANS infrastructures, and, by extension, to improving the overall performance and reliability of the European air navigation network.
Also present at the signing of the Special Agreement were the Secretary General for Transport, Mr Stelios Sakaretsios; Mr Iacopo Prissinotti, Director of Network Management at EUROCONTROL; Mr Giorgos Vagenas, Governor of the Hellenic Aviation Service Provider (HASP/YPΑ), and Mr Alexandros Karydis, Deputy Governor for Airport Management of the Hellenic Civil Aviation Service; Mr Panagiotis Psarros, President of the Air Traffic Controllers’ Union; and Mr Konstantinos Kanderakis, President of the Union of Air Traffic Safety Electronics Engineers (ENIMAEK).
