In accordance with the requirements set out in EU Regulation 376/2014 on the Reporting, Analysis, and Follow-up of Occurrences, as well as the implementation of the Principles and Rules of "Just Culture" in Civil Aviation, the H.C.A.A. has been designated as the competent National Authority and has adopted the principles of Just Culture as an integral part of its activities. At the same time, the independent "Aviation Just Culture Body" has been established, operating in accordance with the principles of sound judgment, professionalism, confidentiality, and impartiality.

In this context, on March 11, 2025, an Informative Seminar on “Just Culture” was held for personnel of Aviation Entities and Organizations. The aim was to present the existence, role, and legislation governing the HCAA A.J.C.B., as well as the Voluntary Occurrence Reporting, Analysis, and Monitoring System, emphasizing the possibility of submitting reports directly to the Body.

The seminar was attended by 54 representatives of Aviation Entities in person and 48 representatives via virtual attendance.
