With the presence of the Minister of Infrastructure and Transport, Christos Dimas, senior representatives of International Civil Aviation Organization (ICAO), and heads of key stakeholders from the Greek aviation ecosystem, the ICAO EUR/NAT Regional Workshop on Civil Aviation Master Planning (CAMP), organized in Athens by the Hellenic Civil Aviation Authority in cooperation with ICAO on May 5–6, 2026, was successfully concluded.
The opening of the workshop was honored by the presence and remarks of Minister Christos Dimas, Nicolas Rallo, Regional Director of the ICAO EUR/NAT Office, and Dr. Christos Tsitouras, Governor of the Hellenic Civil Aviation Authority. Representing ICAO were also Georgios Paltakis, Resource Mobilization Specialist at the ICAO Capacity Development and Implementation Bureau, and Guillermo Iovino, Head of the Operations Unit at the ICAO Capacity Development and Implementation Bureau and CAMP expert/instructor.
Representatives and civil aviation officials from Italy, Malta, Austria, Moldova, Kyrgyzstan, and other countries participated in the workshop, both in person in Athens and online, confirming the regional and international nature of the event. A notable online intervention was also delivered by Saltanat Tompiyeva, Chairwoman of the Civil Aviation Committee of Kazakhstan, who presented Kazakhstan’s experience in the development and implementation of CAMP.
Among those participating in the two-day workshop were Ioannis Paraschis, President of the Greek Tourism Confederation (SETE); Giorgos Kallimasias, CEO of Athens International Airport; Alexander Zinell, CEO of Fraport Greece; Nikos Anastasiou, CEO of International Airport Heraklion Crete; Georgios Vagenas, Governor of the Hellenic Civil Aviation Service Provider; Panagiotis Sickos Chief Operating Officer /
Accountable Manager of Aegean Airlines; and Georgios Lioumbis, Vice Chairman of the Board of SKY express. The opening of the second day was conducted by Pepi Lykou, Director General for Economic Oversight and Administrative Support of the Hellenic Civil Aviation Authority.
CAMP emerged as a critical strategic planning tool for civil aviation, as it is not merely a technical document but a common framework for policy, regulation, infrastructure, financing, human capital, and operational functions. Its objective is to transition from a shared vision to a reliable, structured, and implementable plan aligned with national development priorities and sustainable development goals.
During the workshop, the particular needs and opportunities of the Greek aviation system were highlighted, along with the importance of aviation for tourism development, island connectivity, transport links, and regional cohesion. The role of modern airport and air navigation infrastructure in strengthening the country’s competitiveness was also emphasized.
The Hellenic Civil Aviation Authority stressed that the development of a coherent Civil Aviation Master Plan is a fundamental prerequisite for a safe, efficient, sustainable, and investment-friendly aviation environment. Through cooperation with ICAO and the participation of states, regulatory authorities, airports, air navigation service providers, airlines, and investment stakeholders, CAMP can serve as a unified reference point for the planning and implementation of critical actions in the field of civil aviation.
The Hellenic Civil Aviation Authority warmly thanked ICAO, the speakers, the representatives of the participating countries, and all stakeholders who contributed to the successful organization of the workshop, reaffirming Greece’s active role as a modern European and Mediterranean hub for civil aviation.
