
Holder of a Bachelor and Master's Degree (BS/MS) from Illinois Institute of Technology in Aerospace and Mechanical Engineering, specializing in the Design of Military Air Force Δ-wing Fighter Airplanes and in Materials Failure, Elias ELIADES was hired at the old Hellenic Civil Aviation Authority (HCAA) in February 1995, as an Aviation Safety Inspector in the Continuous Airworthiness of Aircraft. He was transferred to the new HCAA in September 2021 and in February 2022 he was appointed Head of the Licensing Section of the Flight Standards Division of the new HCAA.
During his 27 years at the old HCAA (1995-2021) he served as the National Focal Point on the certification of seventeen new types of aircraft, National Coordinator on the certification of aircraft, Instructor/Examiner at the Civil Aviation School (CAS) in the subjects matters under the Flight Standards Division's jurisdiction, Aviation Accident Investigator, HCAA Representative to the European Aviation Safety Agency (EASA), as a Member of the Legislative Committee of Article 54 of Regulation (EC) 1592/2002, Authorized HCAA Representative in the Air Accident Investigation & Aviation Safety Board (AAIASB) and Point of Contact for Aircraft Certificates and Engineering Licensing issues.
As an expert, he participated in international missions of the Joint Aviation Authorities (JAA), as Member of Maintenance Standardization Teams, as well as in EASA conferences, as rapporteur for proposed amendments in the Implementing Regulations, which govern the Continuing Airworthiness. He contributed in the formulation of Directive 2008/101/EC, amending Directive 2003/87/EC, in order to include aviation activities in the Greenhouse Gas Emissions Trading System within the Community.
As Chairman of Committees, he developed and proposed Charges and Fees for the HCAA certification/oversight activities, as well as the Procedures and Programme for updating the CAS Database, regarding the questions, for obtaining Aircraft Maintenance Licenses. He developed the CAS Manual, regarding the Licensing of Civil Aviation Engineers and Flight Crew, as well as the Aviation Incident and Accident Investigation Manual of the old HCAA.
Holder of a Category “C” Aircraft Maintenance License in accordance with Part 66, on various types of aircraft.
