Despoina Boukouvala joined the new Hellenic Civil Aviation Authority in December 2021 and was appointed Head of the newly established Section of “Air Passenger Rights and Air Carrier Operating Licensing” in February 2022. The main goals of the Section are to safeguard air passenger and Persons with Reduced Mobility rights as well as to audit air carries’ economic viability.

She worked for 15 years in the old Hellenic Civil Aviation Authority (2006-2021) gaining significant experience in administrative and financial areas. In this context, she was responsible among others for the implementation of Regulation EU 2019/317 in relation to employees’ compensation, management reports preparation, process optimization and legislation assessment in her area of responsibility. She also served as a member of the coordinating team of the Quality Assurance project.

She has previously worked as an IT consultant (2001-2005) with strong exposure to financials for a top class ERP software implemented to public as well as private sector companies.  

She holds a BSc degree in International and European Economic and Political Studies – Economic Branch from University of Macedonia (Thessaloniki Greece) as well as MSc in International Economics with Distinction from University of Essex – UK .
