SUBJECT: Election of the General Director of Economic Oversight and Administrative Support of the HCAA, Mrs. Pepis Lykou, as Vice-President of the Airports and Air Navigation Economic Affairs Committee of the ICAO / December 22, 2023
Another success was achieved by the Civil Aviation Authority in the year 2023. Following a proposal by the International Civil Aviation Organization and the unanimous agreement of the representatives of all the participating countries worldwide, the General Director of Economic Oversight and Administrative Support of the Civil Aviation Authority, Mrs. Pepi Lykou, was elected to the position of Vice-Chairman among the members of the ICAO Airport Economics Panel and Air Navigation Services Economics Panel, AEP-ANSEP/9.
The members of the AEP-ANSEP/9 Committee represent the Civil Aviation Authorities (CAAs) worldwide, following evaluation and approval of their participation by the ICAO Council. Representatives of international organizations for airports (Airport Council International, ACI), airlines (International Air Transport Association, IATA) and air navigation (Civil Air Navigation Services Organization, CANSO) also participate in the Commission's work as observers, as well as representatives of the European Commission and the European Aviation Safety Agency, Eurocontrol. Mr. David Reble (Canada) was appointed President of the Commission.
The AEP-ANSEP Committee, among other issues, studies the development and updating of ICAO policies on airport and air navigation finance to be responsive to changes and the needs of Member States, as well as the development and updating of ICAO guidelines on financing of airport infrastructure and appropriate supervisory functions.
In particular, the AEP-ANSEP/9 Committee, during its term of office, will submit studies on the following topics:
1. Development of high-level definitions of the term “commercial agreements,” development of a document on “black swan events”, transnational ownership of airports and ANSPs and implementation of ICAO's policies.
2. Invoicing practices for aeronautical charges (review of DOC 9161) and development of a minimum level of detail in invoices.
3. Sustainable funding for civil aviation authorities and states' oversight functions
4. Development of cost recovery mechanisms for Unmanned Aircraft Systems operations (analysis); addressing new entrants.
