Evangelia Bina joined the new Civil Aviation Authority in November 2021 and was appointed Head of the newly established Department of Budget and Financial Reports in May 2022. The main goal of the Department is the planning is to implement and monitor the Authority’s Budget as well as the provision of financial resources for setting out and implementation of business and long-term plans and reforms, in order to achieve most efficient use of the Authority 's financial resources.

She worked for 16 years in the old Hellenic Civil Aviation Authority (HCAA), at first as an employee (2005 - 2021) and then as Deputy Head of the Human Resources Department of the Directorate of Aviation Management and Development (2021). At the same time, she served as Secretary of the Five-Member Official Council of the old HCAA (2019 – 2021). She has worked in the fields of Administrative and Financial Support, as well as Aeronautics (specializing in the field of air navigation charges), while being appointed as Deputy Head. Finally, before joining old Hellenic Civil Aviation Authority, she was a financial executive in Bank of Cyprus, in the Accounting Reports Department in Cyprus Factors (2000 - 2005) as a team leader.

She has extensive experience in reports writing, presentations, management of specialized software applications and studying national and international regulations.

She holds a degree in Economics from National and Kapodistrian University of Athens as well as a postgraduate degree "MSc in Finance and Banking" from Athens University of Economics (English department).
