Transfer of Aircraft Maintenance Licenses
Introduction
According to the applicable EASA Regulation – Part 66 the issuance and amendment of Aircraft Maintenance Licenses (AML) is responsibility of the Authority of EASA member state. The transfer of AML between Authorities is not described in the Regulation – it means that it is not mandatory. AML transfer can be performed only when both Authorities agree.
From the Authorities’ point of view the transfer is an issuance of the license. It means that the Authority shall examine the documents submitted and only if satisfied can the AML be issued.
The Applicant shall submit the request for AML transfer to the Authority that he/she wants to issue the new license. For practical reasons it is good to inform the Authority from which the AML will be transferred.
The applicant cannot hold two (or more) Part 66 AMLs. He/she is obliged to return his original license to the Authority that issued the license.
Transfer from HCAA
The applicant contacts the Authority of country he/she wants to transfer the AML. The Authority contacts HCAA and asks for transfer of the records. If agreed the HCAA transfer the records through a secure link. These records are examined by the new Authority. If found satisfactory, the Authority informs the applicant, and he/she returns the original AML to HCAA. Only after that HCAA revokes the old AML and confirms that the new AML can be issued.
Transfer to HCAA
In order to transfer the AML to HCAA the applicant shall submit the following:
- EASA/HCAA Form 19 – please follow the instructions for Form 19, initial issue of AML. Instead of attachments, please refer “the file to be transferred from the XXX Authority”
- HCAA Transfer Form
- Applicable fees – the fee is the one required for initial issue of the license
Including more categories – for more categories or types the separate Form 19s are required and applicable fees shall be paid. These can be submitted within the same package.
Following the application HCAA contacts the originating Authority and asks for the applicant’s file. If it is found acceptable, the applicant is asked to return the original license to the originating Authority. After confirmation of this, the HCAA AML can be issued.
List of Member States’ Authorities HCAA has established good cooperation in transferring AMLs with:
- Cyprus
- France
- Germany
- Ireland
- Malta
- Portugal
- Spain
- Switzerland
Some limitations are applicable to transfers with:
- Belgium
- Bulgaria
- Hungary
- Netherlands
- Slovenia
In case you intend to transfer the AML from/to these Authorities or Authorities not listed, contact us before applying to assure that the transfer is possible. We also recommend reading the Authorities’ websites for relevant information.
Timeframe – the time required to complete the procedure can reach twelve months.
Rejection of application – the application will be rejected if the submitted and transferred documentation does not comply with Part 66 standard. Do not expect HCAA to include in AML categories or ratings rejected by originating Authority.
Cheating – no license will be issued to an applicant when any attempt of cheating is recognized by HCAA. Such attempts are recorded in our system, and no future applications will be accepted.
