a) An application for an aircraft maintenance License or change to such Licenses shall be made on an EASA Form 19 in a manner established by the competent authority and submitted thereto.

b) An application for the change to an aircraft maintenance License shall be made to the competent authority of the Member State that issued the aircraft maintenance License.

c) Each application shall be supported by documentation to demonstrate compliance with the applicable theoretical knowledge, practical training and experience requirements at the time of application.
